It's debatable which produces more greenhouse gasses; however, the number referenced most often for agriculture is closer to 18-20%. At least according to most of the sources I see. The US EPA actually has it at even less as of 2017: https://www.epa.gov/ghgemissions/sources-greenhouse-gas-emissions

I still feel that deforestation is doing more harm than burning fossil fuels

I don't know if we can fix it or not, but we could stop doing stupid things and maybe mitigate the effects of what we have already done. I also think that many of the things that would help also make sense for other reasons, such as financially, and for better quality of life for more people.
