Moral objections to human sexuality; breeding should be done in a lab

I definitely read a fan fic like this once. Some creepy isolated city floating above ground where the ruler was this dude who cloned himself to keep being in charge it was like a religion. Oh, and like, nobody knew what sex was. Couples would be randomly selected to be "gifted" with a child and be implanted with some egg they had in storage somewhere that were all clones of people so when one main character got out of the floating city he was like "woah, this resistance fighter looks exactly like my dad, OMG HE'S A CLONE! I'M A CLONE! WE'RE ALL CLONES!" Anywho, people who missed the sterilization process as newborns or somehow evaded it were publicly declared as flawed (because outside this city it was believed that everyone was flawed and diseased and lived in terrible conditions) so these creepy doctors (aka murderers) would chop them up and blast them out the plumbing. 

 

Um... yeah... so...
