I'm asexual and sex repulsed and do not experience arousal when touched in a sexual manner. If by arousal you mean sexual arousal, no I don't get aroused. I mean, don't get me wrong, I like being touched a lot, its one of the ways in which I feel affection when someone touches me, whether its a hug, a touch on the arm when they walk by, etcetera etcetera, but nah no physical or biological response unless you count oxytocin.
